Tor A. Ramstad was born in Norway in 1942. He received his Siv.Ing. and Dr.Ing. degrees in 1968 and 1971, respectively, both from the Norwegian Institute of Technology. (Now part of the Norwegian University of Science and Technology (NTNU).) He has held various positions at the Faculty of Electrical Engineering at the same university. Since 1983 he has been a full professor of Telecommunications. During the academic year 1982-83 he was visiting associate professor at the University of California, Santa Barbara, and he was with the Georgia Institute of Technology in 1989-90 as visiting adjunct professor. Again at UCSB in 1997-98, and finally at EURECOM, France in 2003-04 as visiting professor. He was associate editor of IEEE Transactions on Acoustics, Speech, and Signal Processing, and a member of the IEEE DSP Technical Committee. He chaired the Doctoral Committee at the Norwegian Institute of Technology NTH. Dr. Ramstad is a member of the Norwegian Academy of Technical Sciences and NORSIG. His research interests are in the fields of multirate signal processing, speech and image processing with emphasis on compression, and joint source-channel coding.
